I understand why they are here. The problem is that the honeymoon has inevitably worn off, but they can't just leave and go "home". I don't have any good answers. It's a multi decade problem in the making. Maybe striking a deal with another country in the region to take them- if they choose- could be an option.

Have to make sure another CIA funded shooter doesn't kill another guardsman from a red state. So Metro Police will be guarding the National Guard.
