The person/people "holding things together" are acting outside of their constitutional role. If things are as it seems from this op-ed, then the task is to take it to Congress and work through the Constitutional process.

By the same token, I would think very carefully if I were the NYT of publishing something like this anonymously from Pence or a Pence staffer since they personally benefit in a direct way no other appointee benefits if Trump is removed.

I doubt it is any of the generals. While I am sure they are trying to control Trump, they would not write something like this. Nobody wants to imagine generals meddling with civilian government.
