I've done this while overseas. They were posed in front of a monument, so I snapped a photo for my sister.

It's not the same as upskirting.

There is a spectrum between street photography and upskirting. Hot guys reading falls somewhere in the middle. Certainly taking pictures of people reading or riding the subway is not anywhere near as much of a violation as taking a pic of their private parts.
