Why is Caillou Bald and is he delayed

I thought I once read that this individual is bald because he started as a baby on the show and his fans wanted him to retain the same look. The music on the Christmas movie is actually first rate.

My kids love caillou; his parents always make me feel inadequate. They never seem to be on the phone or doing anything but supporting caillou and Rosie's development. am I the only one who feels this way when watching kid's shows?

i feel like the people complaining watched only 2 episodes. as caillou grows his character grows too and the whining goes away. he's an awesome kid, his mom is so patient, his dad is fun, both of them balance work and play well and i love seeing the world through his eyes. our family watches it together. it's a really cute show.
