Neighbors leave their trash bins on the sidewalk all week

People with common courtesy would move the trashcans like a good neighbor. Maybe it's an elderly person?

When I lived in an apartment my next door neighbor used to leave trash outside her door pretty much lining the hallway. So my family's hallway access was usually restricted and we'd have to look at the trash scenery every time we left or entered our apartment. Good times.

To OP, I liked one PP's suggestion to just report it and move on. No need to stress. Your new neighbors haven't taken the hint and they're not adapting to the norm so just let the authorities take it from here.
