However, now that the FBI has put him on the Top Ten Most Wanted, and has him at #1, it may have been the best decision they made. If he is as dangerous as the FBI posting suggests, who knows what he might have done/tried to do when cornered.
From the many descriptions in the press and on this site, it sounds as if he may well be a sociopath as well as a pedophile. IN that case he might well have gone to more extreme measures if he knew the school or Cathedral Police were holding him for law enforcment. It does not seem that he has any sense of remorse or ability for empathy (def of a sociopath). If he kept a "get-away" bag at the ready, perhaps he also had things (like weapons perhaps) he kept on his person in case of such discovery. What seemed at first to be a poor decision may well have prevented further harm to students/faculty/the police/the public.
Of course, by allowing him to leave, the door for moelsting/harming more children was left open. Still, considering all that has happened since the discovery of the camera, he does sound very dangerous and uncannily prescient. I doubt holding him would have resulted in an easy and harmless transfer to the police. Just a thought.
There's more than one officer on duty at all times on the Cathedral Police force. From what I understand, they're all trained in the use of weaponry. As a matter of fact, the officer who was ordered to escort him from the grounds was the force's lead instructor in the use of firearms, etc. Toth surely could have been detained until the Metropolitan police arrived if Beauvoir's admin had demanded it.
