Mom friend can’t go to concert, but wants money for her ticket

Yup. I have gone to concerts and events I had no interest in so my friend wouldn't have to go alone. Someone who flakes at the last minute and also insists on being paid if I can find someone else to drag along is no longer my friend.

Just because I'm nosey - OP, did you get the vibe that it was a true emergency?

I would pay back for the tickets. Full amount. Next time, clear these things with your friends.

Then she would have had to hold on to the ticket herself. She released it to her friend who was lucky to find someone last minute. Wouldn't a true friend say "I'm glad you found someone who could use it?"

I would give her the money for the ticket if I was excited about going to the concert.

If not excited, give your friend the ticket back and do something else. Don't make plans with this person again.

I think it's ridiculous she wants money for the ticket. It would be another story if money is an issue for her, but in my experience, people who do this tend to be users or incredibly stingy people.
