Is an LAC supposed to be big? The Claremont colleges are now at 8,000 students, so I’m not sure how many students you’re expecting.

Professors go on leave at every institution. Any good institution should have a sabbatical process that is consistent and where subjects don't overlap.
There are factually 10 tenure-track (not tenured) professors. There is only one individual on there who is not on the tenure track, which is not common at LACs, which tend to depend on lecturer/visiting labor, this is actually a good thing. I can't help you with the admin issue, because you posted nothing indicating that to be true.

What I can see is that you are catastrophizing a bit. 10 tenure track professors is pretty decent for such a small college. Amherst has the same amount of faculty as Pomona, and it has 200 more students.
