Yes, call the front desk and report.
I don't get why people are so afraid to report people who are breaking the rules. Flip it around, are they better than you? Because that is their attitude. The rules apply to you, but not to me. People have lost all respect for others. If the rule is no smoking. Then be respectful and not smoke. |

You could play dumb "there's a terrible smell and smoke! Something is wrong!"
Smoking/vaping any substance in a non smoking place is just obnoxious. They can and will get fined for it. |
