I will only recommend those I know with good public schools and thus resale value. Calvert County - Owings and Dunkirk (Northern High School); and Anne-Arundel County - Davidsonville and Edgewater (South River HS). I'd also look at the strong Howard County school system.

OP you need to be more specific about budget.

Starter home lioke 500-600K or like just under 1m? People on DCUM will fall into both camps so your advice will be all over the map.

You really need to look in Prince George’s county for a starter house around that price. Look a bit further outside of the Route 1 corridor like Hollywood neighborhood in CP, Lewisdale, Adelphi, and Riverdale

Starter home implies you are going to be able to live in it after you buy it. If your home budget is $375k, a house you are buying at that price needs to be livable as is. Something tells me that this house is being sold as a tear down. We will see when the full listing goes live.
