Is Buffalo a Northeastern city or a Midwestern city?

Well wait till global warming sinks the eastern coastline. Then I bet Buffalo will become the"East Coast" real quick. NYC and Boston will be promoted to Atlantis and turtles will nest in their skyscrapers.

There are parts of NYC and Boston that are higher than buffalo’s lowest point.

It's in Canada. The "Northeast" vs "Midwest" typology doesn't apply in Canada.
