Can students pay tuition to attend APS schools?

I don’t think that’s it. Arlington has very uneven socioeconomic demographics, and they could fix it if they wanted to. And that would raise test scores. They have chosen to value other things like walk zones and concentrating poverty in order to deliver services. I don’t think they care about the individual schools and their scores. This is not a county that prioritizes students. When you look at the big picture, this is a place where most people don’t have school-ages kids.
