Why would someone want their name in the program if they aren't swimming? That's bizarre.

To show they were a top 18 time.
Lots of older kids have to scratch because there are swimming in bigger championship meets the same weekend. The top 18 15-18 year old rarely swim. You can finish 40 and still swim all stars.

Still I agree I don’t see why it matters if you are in the program. I wouldn’t even buy a program unless I was going to physically be there.
