It doesn't seem that hard and it isn't a flip-flop. Often times the questions in the surveys for candidates want yes/no answers that for questions that are not asked in a yes/no manner.
Frumin only unveiled this platform after he flip flopped. He has been woefully lacking on policy until lately, when he seems to have commissioned people to draft his platform for him.
I noticed he also declined to participate in Street Sense's issue ranking.
