To the extent that Palestinian violence in the Occupied Territories is targeted against Israeli soldiers, weapons or military infrastructure it is legal acts of war whether in Occupied Territories or in Israel proper. This is what the Ukrainians are doing - targeting Russian soldiers and Russian weapons of war and logistics.

What Ukraine is *not* doing in the occupied territories or inside Russia is... kidnapping civilians, kidnapping babies or children, targeting civilians, blowing up civilian gathering places, detaining Russian soldiers outside the bounds of international law (they are notified to ICRC and fed and well-cared for), raping or torturing anyone or mutilating bodies.
