I think it is a scandal. Unless they can articulate better what they are contributing, they don't deserve a salary greater than $200k per year. No way. This kind of artistocracy, of people taking salaries far more than they need, far more than they deserve, is destroying our nation. As a nonprofit executive, this drives me crazy. No one wants to fund overhead, which actually makes everything more efficient. It doesn't help if nonprofits don't speak to each other and understand what everyone's role is. What happens is that people end up duplicating efforts. Any "foundation" where 30%+ of donations goes to wages (in this case its double that) and where any employees makes higher than the GS-15 level should not get non-profit status.
