Yes but millions of Ukrainians couldn't. The only way to have a meaningful comparison is to invent a time machine, go back to 2021 and give all Ukrainians indefinite leave to remain in the EU with work authorization and some benefits. That wasn't available in 2021.

Before Brexit, you couldn't find British busboys or nannies or cleaners in the UK (well you could, but not common). They were all Lithuanian or Polish or similar. No bombs falling, mind you. This tells you how migration flows work.
