Barbara Tuchman actually talks about it at length in Sword and Bible. Tuchman is renowned Jewish historian and scholar who won the Pulitzer Prize and she goes into great detail re: the Uganda Scheme and the impetus for UK's offer to the Jews. It is quite interesting. I suggest you read it.

Hamas has substantial stockpiles of fuel and supplies under the hospitals but won't provide any to the hospitals which need them, they are just standing by doing nothing while the Palestinians in their care die.
