Ummm...it's what prompted the shooting. The guy did something irrational and got shot. It's not like he cut in line or accidentally bumped into the cop...the guy attacked the cop and made the cop and the baby fall to the floor hard. Depending on what happened next the shooting may or may not have been justified.

Because it is largely being assumed that this guy was developmentally disabled when that may not be true. He clearly had some sort of problem but the nature of that problem is not clear.
