Was it Reagan who released the institutionalized and it had an increase in homelessness? Vague memory on this but someone jump in. I remember reading of the spike of homeless following Reagan or Carter when someone inquired about St. Elizabeth’s remaining open.

Yes, after Reagan was when the libraries and streets became flooded with the homeless. I mean, there needed to be mental health reform, but people who have severe mental health or drug issues also need a place to live.

It was after a lawsuit by the ACLU. Reagan lost.

I wish that we had could return to having mental institutions. Would help a lot of people out there.

And now ACLU is making sure illegal immigrants can’t be deported. Just saying...

And unfortunately-there are homeless people who are so mentally ill that they do refuse services. I used to see a man regularly in the course of my day, who lived next to a dumpster by a pizza place. Sometimes he was shouting at nothing. One day I witnessed the local outreach people, talking to him and trying to get him off the street as a hurricane approached. He ignored them.

The next day, the man had built a cardboard box shelter. He survived the storm just fine, but months later, I pulled up to the area and saw him lying, oddly, and I knew he was dead. I jumped out with my phone and called 911, just as another worker pulled up and jumped out. I don't know what he died from, but he looked older and nothing looked disturbed (his area looked like it always did and he did too). So who knows, heart attack maybe or maybe he shot up. This was before covid.

I mean, people tried to help this guy, in the end I guess he got to live and die on his own terms.
