I almost feel for her. With her background she has no instinctive feel for what is appropriate and I'm guessing puts herself in the hands of fashion designers that may be leading edge but have no real grasp of context.
If she sticks to Ralph Lauren or Caroline Herrera she would be in good hands but if she wants to support many brands, she needs an experienced stylist. With her body type she will also easily look over the top. If a Kate Middleton, being less curvy, wore that same outfit it probably wouldn't be as criticized. Although I don't think Middleton would have picked that for a state visit...and the skirt would have been buttoned up.
