Wow. So much nastiness here. I knew a Chinese woman named Caiyan. She did pronounce is Tsaiyen. I don't assume her parents were pretentious. I assume they are Chinese and gave their daughter a Chinese name/

Agree with this pronunciation and I would guess male--either an ethnic name or down-market Caucasian.
