How do you make friends when you have none?

Is DC that different from any major city where people commute and both parents work? I have friends in Bay Area who feel like similar challenges, only exception is a professor friend who makes friends in that cozy academic setting.

How does say smaller cities like San Diego, Seattle, or Austin compare. Moving there with kids and doing working parent shuffle?
