With this many requirements you should really make them yourself.

Check out Mom's Organic Market, they have some good GF vegan treats.

Sounds like she needs something store made so there will be a label for parents to read. Many allergic kids will never eat a home made item due to cross contaimination issues.

These cookies are really good and individually packed.. check for dairy, I can't remember if they are dairy free.
