baltimore is not empty by any stretch. its population is stable or slightly increasing.

Second link shows that Baltimore populations is expected to increase. The first link shows decrease, but that has stabilized since.

I am not sure why are you so upset that some poeple prefer Baltimore. It is an older settlement than DC because its on better location and has ocean access. When i walk around harbor i can smell the ocean and feel like i am in a sea rown. I also much prefer it architecturally as I don't like the unform sterility of DC.

The Harbour is the only safe place in town. I'm not upset, rather I find the skew of this board funny. Baltimore is a dump.

What you don't get is that some of us like dumps!

Richmond if I had to be practical, Baltimore if I didn't. I spent 10 years in Cleveland- Baltimore doesn't scare me and I'd love to be close to the water again.
