The effect that these immigrant communities had was bad, such as organized crime, and it still resonates to this day. Why does that exonerate blacks?

Great. So what do we do about that? We tried the libertarian bootstrappy ideas regarding race relations in the early 20th century and many of the right-libertarian ilk still think human rights laws are "GUBMINT INTERFERENCE!!one!!"

The earlier point was that other immigrant groups were oppressed and cleaned up their act, but blacks have not. The problem with that logic is that the depth and persistence of discrimination against blacks is completely different. That does not excuse rioting, but it means that the contribution of discrimination is not something you can wave away by pointing to the eventual success of European immigrants.

I would also like to point out that the last riots in DC were not carried out by African Americans. And this week's violent clashes with British police were perpetrated by white anti-immigrant protestors.

The English send their young to other countries to loot and then they come back under the name of 'soccer hooligans', in other words their bad behaviour is excused, after all, it did not happen in England.
