No. My guess is that a number of posters here have worked in high-level corporate or government posts where a certain amount of decorum and adherence to ethics is required. Maybe he was in Milan to discuss security and observe practices with his Italian counterparts. If a public servant is on official travel, funded by the U.S. taxpayer, there are in fact regs governing behavior, activities and gifts the public servant may receive.

Rules/policies governing conflicts of interest and behavior govern government employees generally, regardless of travel.

1. He is required to travel on the FBI plane any time he travels--personal or public.
2. Where is the conflict of interest here?
