Of course they can. They give admin leave in whatever increment they want including multiple full days. |
| Our Secretary hasn't even given us 59 minutes for a holiday all year (although regular supervisors can give 59min). I was shocked at the 4th of July and Thanksgiving to not get 2 hours or 3 hours early release. I've been at my agency for almost 20 years and haven't ever not had anything. |
My agency was mostly furloughed but I was still aware that over 50% of feds were working. It was widely reported in the news at the time. |
