I have in-laws that panhandles as a scam, they are white and on welfare because of “back pain”. Race is not a factor, money to individuals beggars is less effective than a good charity which gets economies of scale and oversight.

In my Silver Spring suburban house, I once had a 20-ish young black man come to the door with a clipboard to ask me to "invest" in him. IIRC correctly, he was visiting relatives and said he had a child.

Now I keep fentanyl pills by the front door for panhandlers.
