I have similar measurements and I wear the following. European sizing is your friend along with certain American brands. Also a great tailor is very recommended.

Shopping kids clothes is great. So many brands sell the same freaking thing at like 60% the cost if it's kids sizes.
I am not as short as you, OP, so I can only do it for dresses, shirts, and jackets, but I shop at Zara, JCrew, Mango, etc. all the major brands and get the biggest teen size I can. |

This is such an eyeroll-worthy post. I'm your size, I've never felt the need to shop in the children's section. Shop in junior's and buy from European and Asian brands - H&M, Mango, Zara, Uniqlo, Quince, etc. |
I am 5’4” and weigh 115 lbs and can often fit in petite sizes, especially in J Crew. I’d say I am very proportional - not short nor long waisted, arms and legs average lengths for my height (if anything, maybe slightly long legged).
I agree that sometimes petite sizing is off in the cut other than length, BUT I would assume that teen and girls’ sizes would be way more off in the cuts vis a vis a woman’s body shape, especially if you are pre or post menopausal and/or gave birth. |
I am petite and wear a size 5 shoe, which is the same as a children’s size 3. I’ve gotten shoes like sperry’s, hunter rain boots, etc. for half (sometimes less) of the adult price by ordering the kids’ version. I’m 99.9% certain it’s the exact same manufacturing just labeled as a children’s size 3 instead of a woman’s size 5. |

I mean, it is true that for some of us there's literally not a small enough size in the adult section. I'm smaller than OP - I don't have to do anything to be that way so I don't brag about it. Finding shorts is a nightmare because most brands' smallest sizes don't fit, but the proporitions are off for me on both juniors sizing AND kids sizing. It's not something I want to brag about. I saw an IG reel the other day where someone was showing how an A&F shirt in size large from the early 2000s was smaller than size small today. I know it would enrage like 80% of the population, but I miss those days when I was a size 2-4 instead of being my weird non-existant size self. And yes, it's a niche problem that not many people have, but again - I didn't ask for it to be my problem. |
A few years ago, the teen section at Nordstrom used to work for this. I don't know if the styles have changed since then. |
I am not as small as a op -same height but 10 pounds heavier and I have more of an hourglass shape. There are some stores I’ve been sized out of but I would never think the answer is to buy children’s clothes. |
I’m 5’4” and 115. I sometimes get jeans at gap kids. I can wear adult size XS tops. But it is cheaper to try the jeans in kids department at gap and old navy. Size 14 or 18. Also target. |
