Showing up at immigration office is not the same as process of becoming legal.
That they were 'in the process of becoming legal' as you say it means you acknowledge they are here illegally.

He went hands on with a federal agent during an arrest. This is what happens. BTW, I saw men wearing items of clothing that identified them as law enforcement.

That video shows the story. The politician was forcing his way into the immigration arrest.
