In case this is a serious question and not a joke, the answer is because consolidation absolutely does not work effectively for the areas listed above—even at the agency—let alone above. Welcome to a world of bottlenecks and never getting anything done again. |
HR is, under OHR. Yes there are HR “liaisons” in ICs but they aren’t official HR operations. HR was consolidated a number of years ago, prior to that each IC had their own HR operations office. |

We heard a bit about a plan to centralize some admin functions - so I wonder if the RIF plan was turned down? |
