There is a ton of contractors as a shadow work force. So the real size of cuts is FTEs&Contractors - cut vs remaining.

As of 9/2024, NIH employed 21,100 employess.

This is so sad. It's the Trump war on the scientists. Many of these scientists will leave DC and maybe leave the USA and go where they have research predictability and are valued.
