I know little about the cultural aspect, but it seems mil and sil need to control their spending. If they are in India still, $1000 a month should go a long way. If they can't handle that, then they need to get a job. One of my Indian friends ( a woman even!) runs an internet-related business from India and coaches people around the world to support her family. SIL could do that, if she wanted, unless she has some disability that prevents her from working.
