1. Outlaw vaping and smoking outside or in public spaces. All smoking - but especially weed. My kids associate weed smell with DC the way NYC smells like trash and piss.

I love DC and live in it. I think that if many parents would lose their housing benefits or government subsidies if they can't control their children, it would be very effective.

Tying benefits to responsibilities would help parents, children and society in long term.

I'm sorry but 21* aren't children. They need to be in school and do study, sports, volunteer or part time work to not have free time for crime and drugs.
