I’d ask the parents if they could ask their son to pee against their own fence if he is going to urinate in the alley. Like “hey Susan, sorry to bother, but when Johnny is peeing outside could you ask him to make sure he’s peeing against your own house instead of ours? Especially with the warmer weather coming, I don’t really want the odor. Thanks!”

I like the sign, not OP. I'd also suggest a motion sensor sprinkler as a way to deter people lurking, or peeing, at your fence.
