Sister is unhappy about how FaceTime calls with our niece are going

Definitely schedule a weekly time but 10 minutes is plenty for two 3 year olds. I think you need to just tell her what you are willing to do, and be firm but loving in not being pushed to do more.

At 3, a 15 minute delay in bedtime would lead to a week of hellish sleep.

Here's the truth: 3-year olds just don't conversate. And especially not on Facetime.
