The obvious answer is that it is Title 1 and there are better performing charters nearby.

The first and only restaurant in the Walter Reed development went belly up. Meanwhile, Howard University is planning to transform a building in Walter Reed that it owns, which is adjacent to and across the street from apartments where hundreds of people live, into an emergency room. If this happens, then there will be an ER on one side of these apartments and a fire station on the other. Talk about noisy...

The neighborhood is really nice right now. I hope it's still nice a few years from now.

How do you know about this plan? I feel like I can never find reliable information about what is going into that area.
