It sounds to me like you have some suspicions here, with your "something an adult would have to say to her" comment. I would investigate further and seek help with this situation.

I don't think if she was just doing this naturally she would have the consciousness to say "don't look at me." She wouldn't have the realization to have any "shame" in this scenario if she was driving the behavior herself. Good luck poster.

I think you need to investigate this. In my experience, 3 DD and lots of nieces that I have cared for, I do not think this is normal. My sense is that toddlers do not normally use someone else to help them 'tickle' themselves. Please talk first to your PED who will know more about this than anyone on this site and follow his/her advice.
