A 5K letter is a motion that prosecutors can make to reduce a defendant's sentence if he provides substantial assistance to the prosecutors in another investigation. Prosecutors are stingy with these. His plea agreement says prosecutors will consider one for him. The obvious person he'll be cooperating against is Gaetz.

Just email the CFO for $100k of government money to invest in unspecified investment vehicles. "Sure, here you go!" Then he has some relative writing him more than one check for $200k.
