The top ten have overwhelmingly white Majorities.

The bottom ten have sizable non-white populations, though strangely for Hawaii being ranked last, it is majority asian!

These countries need a lot of help and aren't places that you would choose to raise a family in given other options.

Which explains why those who are motivated enough emigrate to the United States and other countries, if they can. And the United States, for all of its history, has taken those who are able to, come to the US and build a new, prosperous life. And for the United States, it is a great benefit to have new immigrants who ultimately are accretive to our GDP.
