Because there isn't a lot of information and little to no evidence included in the indictment. It is likely only a few pages long because each charge will have its own partial page that essentially states something like:
"The grand jurors of the Commonwealth of Virginia, in and for the body of the County of Fairfax, and now attending the said Court at its ***** term, charges that ***** did feloniously kill and murder ****.
Then it will include the code section that applies to the charge and signed a true bill or not a true bill.
