McConnell likely doesn't even have some of his Republicans, so there's no way this falls on anyone other than McConnell, Trump, and Ryan. They should have honored their agreements, stopped fooling around during the CRs in the fall, and continued their negotiations from last week rather than sh*tholing the discussion.
