The story mentions how the coal mines owned by Jim Justice is notorious for not paying people or their checks bouncing.

Any time raising the minimum wage is put to a ballot initiative, even in deep red states, it is approved easily. It just passed in Alaska and Missouri to also raise the minimum wage to $15/hour and provide paid sick-leave.
