Why couldn't they just build a standalone ballroom on the property? Why do the desires of billionaires literally trump (pun intended) historic preservation and the integrity of one of the most prominent structures in DC?

Because he loves to piss people off and show how he doesn’t follow the rules and no one enforces them on him. It’s a giant middle finger to the US and it makes him feel powerful.
