OK, that article was weird.

First of all, female marines can carry umbrellas but male marines just get wet? Really? That's the rule?

Secondly, the fact that an item isn't listed as appropriate to carry means that you can't carry it under any circumstance? Are Marines not allowed to help little old ladies carry their groceries home if they meet them on the way home from work? I'm sure the groceries of old ladies aren't listed under the list of things they can carry.

Army has this rule as well. Early in the O administration, soldiers were holding umbrellas at a meeting in Pittsburgh. I don't like seeing soldiers as doormen.

The Marines obviously weren't "carrying" the umbrellas. They were holding them. Had they been carrying the umbrellas they would have been in violation regardless of the President.
