No it’s not appropriate, it is also most likely illegal.

Have any of the people that complain about the ALL the time here reported this to the IRS, or another competent government authority with potential jurisdiction to address? Otherwise, it is just useless griping.

My understanding is that it has been reported to the IRS. Whether they do anything is another story.

It seems like a properly functioning board should be taking action on this matter. They have significant exposure if they ignore the matter.
