Why doesn't Maryland enforce mask requirement?

Apparently I did not understand the Maryland mask requirement. Does it apply only to retail establishments?

The Baltimore County Executive today announced that masks are required in all indoor locations. I assumed that this was already required. That explains why people in my salon weren't wearing masks then they were socially distanced from others.

I would like to see a statewide mask requirements for all indoor spaces.
