Why wouldn’t they reopen when other daycare centers are reopening? They’re no different and need to reopen to survive.

I thought that the Governors office specifically put something out there a few weeks ago that MD daycares and preschools were not allowed to demand or keep payments for services that they did not provide. This is why many preschools and daycares started agreeing to do refunds.
