Why would a rival TD care? Players and parents don’t care what a TD makes, it isn’t a part of the decision process. If the club is over priced then the market will reflect that. But if the TD is pulling off a successful large futsal tourney and other events that bring in revenue then perhaps he is worth the money?

Such hostility. If you are in the industry you should know the rules or at least where to find them. (Assuming you’re qualified). For most, it’s probably enough to know that if something is so far out of line with every other club in the region something is probably wrong.

How are the rest of the staff and coaches paid? Is it far and away the highest in the DMV like the ED? In looking at their website they don't have any big name coaches there, and only a few with an A license, so I'm assuming not.
